Proposals Director

Job DESCRIPTION

POSITION OBJECTIVE
Direct the assigned proposal activities in such a manner as to ensure the proposal prepared on scheduled time and to the satisfaction of CG System and in accordance with the Client requirements/TOR.

EXPERIENCE
A minimum of 20 years progressive experience in all phases of major engineering, including design and construction contracts with, at least, 10 years in a managerial capacity for proposal preparation activities.

CONTACTS
Contacts Departments Managers, Business Units Directors and Technical Proposal Manager. Contacts client’s representatives of joint venture organizations, vendors, as well as financial and professional groups as appropriate and as required by the Proposal Preparation Department Manager; that requires good level of self/thoughts express and persuasive personality and good communication skills.

WORK ENVIRONMENT

  • Work is mostly related/confined to headquarter home office standard office environment, external missions to out locations are occasionally required as work needs.
  • Overtime is often needed referenced to work load obligations, mandatory and projects status.
RESPONSIBILITIES

The following duty statements are illustrative of essential functions of the job and do not include other essential or marginal duties that may be required. The CG reserves the right to modify or change the duties or essential functions of this job at any time.

  • Prepares Scope of Work for technical proposals with the support of the Technical Proposal Manager of all engineering departments in light of the provisions of the RFP/TOR. Determines inputs for contract pricing and prepares methodology/plans of approach. Guides the preparation of the proposals time schedules for inclusion in the Technical Proposal. Responsible for the production of the Technical Proposal in its final form with the assistance of the Proposal Preparation Department Manager.
  • Attends regular meetings with clients and familiarization visits to sites as required.
  • Assists the Business Development Manager during the contract negotiations, as required.
  • Establishes, manpower requirements necessary to execute the Scope of Work with the assistance of Technical Proposal Manager, proposal staff and appropriate division/department/section management.
  • Guides, directs and coordinates the proposal preparation procedures. Reviews and appraises its operation for effectiveness, efficiency, economy and conformance to the established CG related manuals. Institutes necessary actions to achieve improvements or correct deficiencies, as warranted.
  • Maintains a chronological file of proposal history comprising supporting technical and financial documents and calculations not included in the proposal, and keeps a copy of all documents in the proposal master file. Keeps Proposal Preparation Department Manager up to date regarding all contacts during proposal preparation stage via inter-office memos.
  • Attends the presentation of the proposal to CG Management for final approval before submitting to Client.
  • Participates in preparing proposal presentation to Clients, as deemed necessary.
  • Prepares and updates all relevant experience related to technical proposals in hand.
  • Prepares Power Point Presentations.
QUALIFICATIONS

Bachelor of Science Degree in an engineering discipline, a member of a professional body/bodies in Egypt and/or elsewhere.

REQUIRED KNOWLAGE, SKILLS AND ABILITIES

  • Knowledge of preparation of budgets, schedules and cost estimates.
  • Knowledge of time planning and control.
  • Knowledge of computer software (Microsoft office, and Project Management Tools-Primavera).
  • Excellent technical documentation and layout skills.
  • Excellent presentation skills.
  • Excellent listening and interpersonal skills.
  • Excellent written and oral communication skills.
  • Excellent understanding/realizing of the organization’s and project goals and objectives.
  • Excellent analytical, and creative problem-solving skills.
  • Skill in assessing workload to establish priorities
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Ability to plan, coordinate, direct, and review the work.
  • Ability to communicate clearly and effectively in oral and written form.

  • Ability to keep information confidential.
